"Should we?" He shrugs. "Did you listen to my words? I said that she's trying to decide if she should steal or not. Would you seek to discipline her before an action is taken, and based only on the possibility thereof? Or perhaps force her hand into an action she hadn't intended, simply because of the fact of intervention?"

While he is keeping something of an eye on the woman, he's doing his best to not let it be known to her. There's much to be learned in observation, and not just of this particular woman's actions.
