"Training in the morning I don't mind. Everyone should know how to fight," Katniss agrees. "You never know what might happen and if everything is on fire, I want people to be able to defend themselves."

It was something they weren't allowed to do in 12 and Katniss is glad it's not only allowed but encouraged here.
